The Michigan Association of Substance Abuse Coordinating Agencies, Inc. (MASACA) was established in 1975 to function as the voice of local substance abuse coordinating agency directors from all 83 counties. MASACA speaks for local policy makers and administrators in representing the substance abuse needs of every geographical region to the State Department of Community Health/Office of Drug Control Policy. MASACA’s purpose is to:

• Improve the human welfare of individuals facing problems associated with substance use and abuse;

• Interpret to the Governor, the Legislature, and the Michigan Bureau of Substance Abuse Services, needs and problems relating to substance use and abuse and to assist in mobilizing resources to meet service needs;

• Provide a coordinated, cooperative, working relationship with private and public agencies, service and civic groups, schools and churches, and others who have the objective of meeting individuals and community needs as they relate to the prevention and treatment of substance abuse;

• Disseminate information regarding legislation and other related areas affecting the prevention and treatment of substance abuse;

• Collect, analyze, and make available as necessary, data regarding the operation of substance abuse services in Michigan.

MASACA, as an organization, provides its membership with the opportunity to share professional information and to develop strategies for implementation of programs and policy. The goal of the organization is to bring regional agency directors together in order to improve on the delivery of consistent and effective substance abuse prevention, outreach, treatment, and data collection services. MASACA works to represent the substance abuse field to the general public with a united voice and to respond to State Department of Community Health/Office of Drug Control Policy directives in a professionally responsible manner. MASACA provides leadership and direction to other professionals in the substance abuse field and provides expert information to local, state, and federal government officials.

MASACA is an organization which forms the hub of a statewide system concerned with the growing problem of substance use and abuse. While representing its membership, MASACA is also representing the needs of those clients whose lives depend upon substance abuse services. MASACA has access to data and program detail which the Legislature needs to make wise policy and financial decisions. At the same time MASACA can represent the concerns of the field agencies to the Department of Community Health/Office of Drug Control Policy.  Conversely, MASACA can be the vehicle for transmitting state policy and professional standards to its membership. Finally, MASACA has the capability and the expertise to serve as an authoritative voice on substance abuse for the general public through contact with the electronic and print media.

With its stable funding, its clear vision, MASACA is the organization most able to provide leadership for all stakeholders who are committed to advancing SA services in the state of Michigan.
